What is the procedure to import cigarettes into Singapore for sale?

Imported, duty-unpaid tobacco products must be removed from the Free Trade Zone (FTZ) within 30 days from the date of vessel or flight arrival and stored in a Licensed Warehouse (LW).
 
For tobacco products under HS codes 2402.20.90 and 2402.90.20, the importer may opt to make a duty or GST payment upfront by obtaining an In-Payment (IPT) permit and release the cigarettes directly from the FTZ. The tobacco products must bear the graphic "Health Warning" label approved by the Health Sciences Authority (HSA).
 
Duties and GST have to be paid before the tobacco products are released from the warehouse for local sale.
 
In addition, all individual sticks of cigarettes meant for sale and consumption in Singapore have to bear the "SDPC" mark as specified in the Singapore Customs Regulations.
