I have declared Manifest Reconciliation Statement (MRS) for arrival vessel. However, the cargo onboard was not discharged and the vessel departed for few hours before coming back as a new arrival. In this case, how should the MRS be declared?
If no cargo was discharged during the first arrival, you should submit a Transhipment Only Cargo Manifest Reconciliation Statement (MRS) for the departure of said vessel. You are required to submit another inward MRS for the new arrival should there be cargo operations declared to the Maritime and Port Authority of Singapore (MPA).
