The Declaring Agent (DA) should find out the actual freight charges from the importer/freight forwarder to determine the flat rates of the goods imported from Turkey.
The importer may be allowed to use the flat rates of the country nearest to it, 19% if the importer/freight forwarder is unable to provide the freight charges.
