I imported shoes at S$60 per pair. The price increased to S$72 before my shipment arrived. What is the correct Customs value to be declared?

The price declared should be the actual price paid or payable.
 
If the importer has to pay the manufacturer the updated price of S$72 per pair, they should declare that as the Customs value.
 
If the updated price only applies to future shipments, the Customs value to be declared would be based on the initial price of the goods purchased at S$60 per pair.
