(a) If the initial permit was utilised for goods clearance:

The exchange rate to be used in the replacement permit should be based on the goods clearance date.

(b) If the initial permit was not utilised for goods clearance:

The exchange rate to be used in the replacement permit should be based on replacement permit approval date.
