Are we allowed to bring chewing gum into a Free Trade Zone (FTZ) prior to re-exportation? The goods are not for local sale or consumption.

The importation of chewing gum into Singapore is strictly prohibited under the Regulation of Imports and Exports (Chewing Gum) Regulations.
 

However, a trader is allowed to import chewing gum into Singapore (confined to Free Trade Zone(s) only) for re-export to any country, provided the trader registers with Singapore Customs as an importer and re-exporter of chewing gum and complies with the following conditions:

  • Furnish the Director-General of Customs with a letter of undertaking; and
  • Lodge a banker's guarantee with any Singapore registered bank for an amount of SGD 10,000 to Singapore Customs.
 
In addition, the importation of chewing gums may be permitted for health-related purposes and registered as either oral dental gums or therapeutic gums under the Health Products Act. Traders importing such oral dental or therapeutic gums are required to obtain the necessary licensing and/or approval from the Health Sciences Authority (HSA).
