How do I declare the "Total Outer Pack Quantity/Unit" for containerised cargoes?

The declaration of the "Total Outer Pack Quantity/Unit" should be based on the total visible outer packing of goods.

For example, if 10 packages are packed into one main pack and stuffed into the container, it should be declared as 1 pack (PKG). However, if all the 10 packages are stuffed into the container in loose form, then it should be declared as 10 packs (PKG).
