I am a ground-handling agent. When must I submit the Manifest Reconciliation Statement (MRS) for air shipments to Singapore Customs?
Under the Regulation of the Imports and Exports Regulations, the owner, master or agent of the aircraft should submit the Manifest Reconciliation Statement (MRS) within 17 days upon the arrival of the aircraft and 14 days upon the departure of the aircraft.
The MRS should include the details of the Cargo Manifest Declaration (CMD) and all other relevant information pertaining to the cargo status of the aircraft.
The ground-handling agent should transmit the information electronically to Singapore Customs via the Cargo Community Network Hub.
