A strategic goods permit is required for any export, transhipment, bringing in transit, and intangible transfer of strategic goods and related technology as listed in the Strategic Goods Control List.

A strategic goods permit is also required for any export, transhipment, bringing in transit, intangible transfer, and brokering of any item that is not a strategic good but is known or suspected to be used in or in relation to weapons of mass destruction and/or their delivery systems.
