What are the Customs requirements to import cargoes via an unmanned landing place like the Loyang Off-Shore Base (LOB)?

The only goods that are allowed to be imported via the Loyang Offshore Base (LOB) are personal effects for personnel engaged in off-shore oil drilling operations or handle oil rig materials and equipment.
 
The importer is required to declare the relevant Cargo Clearance permit (CCP) before discharging the goods from the vessel at LOB.
