I want to import a consignment via sea and discharge it at Keppel Free Trade Zone (FTZ). What type of permit should I apply? The consignment will be re-exported immediately and does not contain dutiable liquor and tobacco products.
For import and re-export of goods within the same Free Trade Zone (FTZ), an In-Non-Payment (INP) permit with declaration type "Re-Export (REX)" has to be obtained. You are required to obtain one permit to cover the importation and re-exportation of goods within the same FTZ.
If there is an inter-gateway movement between two gates within the same FTZ (eg. to remove the goods from Tanjong Pagar Gate to Brani Gate, the "Place of Release" and "Place of Receipt" fields should both be declared as "External Keppel Free Trade Zone (EXTKZ)".
The INP-REX permit can only be obtained when the outward transport details are known at the time of application and when the exported goods are not under the purview of the Competent Authorities (CAs).
Should the exported goods require the approval of any CAs, a separate "IN" and "OUT" permit has to be obtained to account for the importation and re-exportation of the goods respectively.
