Brokering Registration

Any person or entity in Singapore who intends to arrange, negotiate, or do any act to facilitate the arrangement or negotiation of a contract for the acquisition or disposal of goods classified under Categories ML1 to ML4, and ML8 (including all strategic goods technology specified in ML21 and ML22 that is necessary for the development, production or use of any strategic goods specified in ML1 to ML4, and ML8) of the Strategic Goods (Control) Order as prescribed in the Strategic Goods (Control) (Brokering) Order 2019, such that he knows or has reason to believe that the contract will or is likely to result in the removal of these goods from one foreign country to another, will be required to register with Singapore Customs before he commences with the brokering activities. Brokering Permit

A brokering permit is required if a person has been notified by an authorised officer, knows or has reasonable grounds to suspect that the goods to be brokered (including non-strategic goods) is likely to be used in or in relation to weapons of mass destruction and their delivery systems.
