Can I upgrade or downgrade between ElderShield 300 and ElderShield 400?

Switching between ElderShield plans is not possible. ElderShield 300 insureds were given a one-time option to upgrade to ElderShield 400 in 2007, and this option is no longer available. Downgrading from ElderShield 400 to ElderShield 300 is also not allowed.
