The process depends on your loan type:

If you have an HDB loan

In-person at HDB Branch

Complete the CPF withdrawal form (PHS9)
Book an appointment via the e-Appointment system before visiting
Processing time: generally within three to five working days upon the receipt of your request from HDB

If you have a bank loan

Submit an online application with your Singpass
Processing time: generally within five working days
