Why is CareShield Life universal coverage not extended to those born in 1979 or earlier?

CareShield Life universal coverage is not extended to those born in 1979 or earlier due to several reasons:
  • This is a diverse group - some may have previously opted out of ElderShield, or decided not to upgrade to ElderShield. Others could have bought Supplements or insurance plans. 
  • They would face higher entry premiums as they have fewer years to spread their premium payment over. 
  • The higher prevalence of severe disability in older cohorts make it challenging to maintain affordable premiums for everyone.
Those who are born in 1979 or earlier and who already have severe disability will not be able to join CareShield Life. The Government will assist them through: 
  • Government subsidies
  • Other schemes like the Seniors' Mobility and Enabling Fund
  • Tap on ElderFund and MediSave savings
Government-funded safety nets such as MediFund, ComCare can also provide further assistance to Singaporeans who are unable to pay for their care even after Government subsidies and other means of support.
