Why is there a need for the government to recover the excess Workfare Income Supplement paid to workers?

The Workfare Income Supplement (WIS) scheme supports lower-wage Singaporean workers’ by boosting their income and retirement savings through cash and CPF contributions. To ensure fairness, any excess WIS (both cash and CPF portions) beyond a worker's eligibility will be recovered from future WIS payment(s).
 
For fraudulent cases, the recovery will be carried out immediately after the worker’s conviction or before conviction if the worker offered restitution in writing. If the worker's CPF accounts have insufficient balances, a cash refund in lieu of CPF will be required. Interest accrued on the outstanding cash amount may also be recovered. If the WIS payments are not refunded, the worker will receive a Notice to Attend Court .
