What if platform operators discriminate against workers who are mandated or opt in to increased CPF contributions, such as through job allocation or incentives?
Due to the cohort-based approach where it is mandatory for all platform workers born in 1995 or later to make CPF contributions aligned with that of employees, an increasing proportion of platform workers will be making the increased contributions. It would be advantageous for platform operators in the long term to treat all workers fairly, regardless of whether they opt in, are in the mandatory cohort, or do not opt in.
Platform workers also have the option of switching between platform operators. It is therefore in the interest of platform operators to treat all workers fairly from the perspective of worker retention.
Tripartite partners will be including additional guidelines in the Tripartite Guidelines on Fair Employment Practices to provide greater clarity that intermediaries such as platform operators should not discriminate based on characteristics that are not related to the job, including when allocating work to platform workers.
Finally, Platform Work Associations will have the legal mandate to represent the interests of platform workers. If there are instances of possible discriminatory practices by any platform operator, Platform Work Associations can take this up with the relevant platform operators and, where necessary, inform MOM.
