Why doesn't the CPF Education Loan Scheme cover overseas studies?

Local education at approved educational institutions is heavily subsidised by the government so students should be able to repay the CPF savings withdrawn in cash. On the other hand, overseas education is very costly and would affect the payer's retirement savings if the student is unable to repay the CPF savings withdrawn.
