Can the deceased member's MediSave be used to pay his final hospitalisation bill?

Yes, the deceased member’s entire MediSave can be used to pay the last hospital bill if he had signed the Medical Claims Authorisation Form (MCAF), which authorises the use of the deceased member’s MediSave to pay the hospitalisation bill, before his passing.
 
Any remaining MediSave after the payment of the last medical bill will be distributed to the deceased member’s nominee(s) if he had a valid nomination. This is provided that the MediSave deduction is completed before the distribution of the deceased member’s CPF balances.
 
If the deceased member had not signed the Medical Claims Authorisation Form (MCAF), his spouse, parents, child (if age 21 or older), or donee/deputy can sign the form at the hospital. You are encouraged to do this as soon as possible as hospitals have to submit the MediSave claim before the deceased member’s MediSave is distributed (typically within two weeks of the member’s passing). If the deceased member’s MediSave has been distributed, you will not be able to use his MediSave for the last hospital bill.
 
If there is no immediate family or donee/deputy, a caregiver who has been taking care of the deceased member during his lifetime may write to the Ministry of Health through the hospital to seek approval for the use of the deceased member’s MediSave for the last hospital bill.
