Whether you can use the valuation report done by a bank’s valuer depends on the type of property you are buying.
 
For HDB flat
 
It is HDB's requirement that you can only use the value of the flat determined by HDB.
 
For private property
 
You can use the valuation report done by a bank's valuer.
