Why are my total CPF contributions used as a reflection of my lifetime wages in the assessment of eligibility of the Silver Support Scheme?

This refers to the sum of contributions to the Ordinary Account (OA) and Special Account (SA), as well as any CPF savings that had been withdrawn for housing, investment and education.
