Why do we need to regulate the use of unmanned aircraft (UA)?

The flying of UA may pose risks to aviation and public safety. To mitigate these risks and provide greater assurance to the public, it is necessary to regulate UA activities and minimise disruption or risks to the public and other aviation activities.
