Other ICCP staff in the subregion can check the "Subregion referrals" dashboard, under the "Appointed to subregion" tab.
From there, filter for referrals appointed to the Default OIC to see what has come in and may need reappointment or follow-up.

For example, if Annette Lew is the Default OIC for Ang Mo Kio 1 and is away, another ICCP staff for Ang Mo Kio 1 can use the OIC filter and search for Annette to pull up all referrals currently appointed to her.
