My loved one is not covered under ElderShield or CareShield Life but he/ she has its supplement plan. Can we still apply for IDAPE?

Will my loved one be automatically included for IDAPE if he/ she is receiving payouts from other moderate disability schemes like PioneerDAS or Home Caregiving Grant (HCG)?
