Care recipient's nationality and residence

He/ she must be a Singapore Citizen living in Singapore.

Care recipient's age

He/ she must be:

• Born on or before 30 September 1932.

  OR

• Born between 1 October 1932 and 30 September 1962 (both dates inclusive), with pre-existing disabilities as of 30 September 2002.

Care recipient's household income

He/ she must meet the means-test criteria for IDAPE:

• Household monthly income per person must be $3,600 or less.

OR

• Annual value (AV) of property under $21,000 if there is no household income.

Care recipient's needs

He/ she must:

• Require full assistance with at least three of the six activities of daily living. The six activities are:

  

• Undergo severe disability assessment.

  If he/ she is not staying in a nursing home

  • The assessment must be done by an MOH-accredited severe disability assessor.

  • Find out how to book an appointment to do the assessment.

  • You will need to pay the assessment fee first. It will be reimbursed if he/ she is assessed to be severely disabled. Read about the cost here.

  If he/ she is a nursing home resident

  • You can ask the nursing home to help submit a Resident’s Assessment Form (RAF) instead.

  If he/ she lacks mental capacity

Care recipient's eligibility for other schemes

He/ she must:

• Not be a CareShield Life or ElderShield policyholder/ supplement plan policyholder, or have made any claims.
