Why was the policy decision to extend the concession validity date for student concessions not done earlier?
The cost of providing concessions for students is borne by other fare-paying commuters through cross-subsidy. PTC has to be prudent and strike a balance between providing more concessions and managing the corresponding costs to be borne by other commuters.
