If the next-of-kin (NOK) do not have a smart phone, can they proceed to police station to report death when the doctor certified death at home?

There is no need to go to a police station to report death. Death is registered automatically when the doctor certifies the death online. If death is certified after operating hours, you can either:
Seek assistance from friends/family/volunteers to download/print a copy of the digital death certificate from My Legacy on their behalf; or
Let the certifying doctor know that you require a hard copy. The certifying doctor/hospital would either issue a printed copy of the digital death certificate or a written document known as Confirmation of Death that provides the death certification details After settling the post-death matters, you can download/print the digital death certificate from My Legacy if required.
