My new employer has allowed me to take my leftover shared parental leave. Will the government reimburse them?

No, if your employment is terminated before you have fully utilised your shared parental leave, you will not be able to transfer any unutilised leave to your new employer. The government will only reimburse your previous employer who has claimed reimbursement for your shared parental leave before. If your new employer voluntarily allows you to take the remaining leave, they will not be entitled to reimbursement.
