Is re-stamping required when a new tenant replaces the original tenant, with all other terms, conditions, and rent remaining unchanged?

If a new tenancy agreement is executed for the change of tenant, stamping is required, and stamp duty is payable on the document, even if the terms, conditions, and rent remain unchanged from the original tenancy.
