How do I convert my foreign Private Pilot License (PPL) to a Singapore PPL?

You will need to submit the application form and supporting documents online in CAPELS.

In order to convert your foreign PPL, you must meet the following requirements:


  • Hold a valid foreign PPL issued by an ICAO Contracting State. The PPL must remain valid throughout the conversion process.

  • Be certified to at least an "Operational Level" (Level 4) on the ICAO Language Proficiency Rating Scale.

  • Pass the following examinations and tests:

All of the above requirements have to be completed within a 6-month period.
